Legislation To Be Introduced To Establish D.C. Jobs Czar

On September 20, 2011, Vincent B. Orange, Sr. Councilmember, At-Large will introduce legislation to establish the OFFICE OF THE JOBS CZAR, which will be directed by an individual with the title of Jobs Czar.

 

The Jobs Czar will be the person responsible for reducing unemployment in the District of Columbia. The Jobs Czar will serve at the pleasure of the Mayor with advice and consent of the Council.  The Jobs Czar’s primary responsibility will be to develop a workforce that can be connected to jobs coming on line within the District of Columbia.  The Jobs Czar will also be responsible for ensuring compliance with First Source Employment Agreements and the Living Wage Act. 

 

In addition, the Jobs Czar will be tasked with establishing the Future Jobs Preparedness Committee (“Committee”).  This Committee will be comprised of agency heads equipped with the resources, power and authority to act. This Committee will serve to create, develop and train a workforce ready to connect with job opportunities within the District. The District of Columbia expects to generate in excess of 30,000 jobs over the next decade, thus the Jobs Czar’s services are greatly needed to produce a workforce prepared to meet the demands of those job projections. 

 

Members of the Committee will include: the Deputy Mayor for Economic Development, the President of the University of the District of Columbia, the Chancellor of the District of Columbia Public Schools, the Executive Director of the District of Columbia Community College, the Director of the Department of Employment Services, and the Director for the DC Department of Small and Local Business Development to name a few. All agency heads serving on the Committee will be expected to produce outcomes that reduce unemployment within the District.  One of the primary goals of this Committee is to connect unemployed District residents to jobs coming on line in the nation’s capital.

           

The Jobs Czar will have the authority to impose a monthly penalty up to $10,000 against contractors for noncompliance with First Source Employment Agreements and the Living Wage Act. 

 

Councilmember Orange states, “This proposed legislation will serve to declare war on unemployment by creating, developing and training a workforce ready to connect with job opportunities within the District of Columbia.  In addition, this legislation will serve to alleviate the concerns of unemployed District residents by putting into action a plan to defeat unemployment.”
